A care provider who has persistently failed to comply with national standards has been fined £4,000 by the Care Quality Commission.
CQC issued a fixed penalty notice to the provider after inspectors found that action had not been taken to address concerns identified on inspection at Beech Court Nursing Home, Newland Street, Witney, since November 2012. Beech Court Nursing Home is registered to provide accommodation and nursing care for up to 26 people.
The registered provider, Dr Brian Cheung, had been formally told that he was facing legal action following four unannounced inspections since November 2012. Inspectors found that the care home was failing to protect people using the service against risk associated with the unsafe use and management of medicines. The provider had been told to make urgent improvements
When inspectors returned unannounced, they found that people were still at risk by unsafe use, management and storage of medicines. Subsequently CQC issued a fixed penalty notice, which the provider has now paid.
Adrian Hughes, CQC’s director in the South said:
“The law sets out national standards that everyone who uses services should be able to expect. Providers have a duty to ensure they meet these standards. Our decision to fine this provider sends a clear and public message that failure to meet national standards will not be tolerated.
"It is a matter of concern that people using services are not treated with the respect and dignity they deserve and they are not involved in the decision making in their own care.
"We will keep Beech Court Nursing Home under review to ensure that the improvements take place, and we will not hesitate to take further action if necessary to ensure residents consistently receive the service they are entitled to expect.
