Jill Finney
Director of Strategic Marketing and Communications
Jill has spent her entire career in Marketing and Communications spanning a number of industries, both in the public and private sector.
Jill spent the early part of her career in the food manufacturing and distribution industry, then joined Ernst & Young as their UK Marketing Director and was a member of the Ernst & Young Global Marketing Council.
Before joining CQC, Jill was the Strategic Marketing and Communications Director for The British Library, where she led the successful opening and running of the Award wining Business and Intellectual Property Centre, which services 60,000 entrepreneurs a year. A venture which developed the profile of the British Library into a completely new market, servicing SME's in Britain. Jill was also as a member of the Advisory Council for Libraries.
Jill joined CQC in March 2009 and leads the Engagement Directorate which includes Marketing, Communications, Press and Public affairs, User Involvement and Complaints.
John Lappin
Director of Finance & Corporate Services
John has previously held a number of senior finance roles in both private and public sectors including PricewaterhouseCoopers, Ladbroke Group, Rexel, Parcelforce and he was Finance Director at Royal Mail Letters.
Most recently John was Group Finance Director of social housing provider Genesis Housing Group.
He has extensive experience of major change management programmes in organisations, and efficiency review and implementation programmes.
Richard Hamblin
Director of Intelligence
Richard brings to his role a wealth of experience in health services research and regulation.
Prior to CQC, Richard was Head of Information Policy at the Healthcare Commission. Prior to that Richard worked at the Healthcare Commission's predecessor, the Commission for Health Improvement, where he also worked in regulation.
Other experience on Richard’s CV includes management of an NHS acute trust and a health authority, and a role in health services research at charity the King’s Fund. Here he produced studies on London’s health care system, the internal market in the NHS and waiting lists.
Richard has also been a Harkness Fellow at the Centre for Health Studies in Seattle.
Linda Hutchinson
Director of Regulatory Development
As Director of Registration, Linda is leading the design and implementation of our registration system as required by the Health and Social Care Act 2008.
Linda brings with her over 20 years’ experience as a paediatrician, before she took the first of several senior management roles about eight years ago. So far, Linda’s career has spanned acute, mental health and community organisations.
Her last role before CQC was Director of the Office of the SHAs (Strategic Health Authorities). As Director, Linda led a small team co-ordinating, and acting on behalf of, the 10 SHA chief executives and their senior teams across the country.
Kylie Kendrick
Chief Operating Officer
Kylie was formerly the Director of Strategy, People and Performance at Deutsche Bank. In this role her remit was to define organisation strategy, and lead the organisation development, human resources and communications teams.
Prior to this, Kylie was a HR Director at Barclays bank, and was responsible for delivering the specialist HR functions for UK Banking including Talent and Performance Management, OD, Learning and Leadership Development, Resourcing and Commercial Performance.
Prior to joining Barclays, Kylie was a Director in the People & Performance Group of Deloitte Consulting, a senior HR manager at Ansett Australia Airlines and a senior consultant with Andersen Consulting.
Kylie holds an MBA, a Post Graduate Diploma of Management and BA/Commerce specialising in industrial relations and employment law.
