Commissioning health and social care for offenders

We assess how Primary Care Trusts and local councils commission health and social care for offenders.


Our assessments of commissioning include how services for offenders are commissioned by:

  • Primary Care Trusts (PCTs)
  • local councils

We have published a joint report with Her Majesty’s Inspectorate of Prisons (HMIP) on PCTs’ commissioning arrangements in 2008/2009.

The report is an overview of findings from questionnaire surveys, which we carried out with the lead PCT for each prison that HMIP inspected in that year. It includes recommendations for PCTs, and highlights arrangements for continuity of care when prisoners are released or transferred as an area that was getting worse rather than better in our sample of PCTs.

The report tracks progress since a 2007/2008 report was published by HMIP and our predecessor organisation, the Healthcare Commission.
